When you separate diagnosis from repair, you reduce the risk of unnecessary work. You also give the property owner a clearer understanding of what is actually happening, rather than a pre-determined treatment plan.
In most cases, this approach either rules out rising damp entirely or clearly identifies the specific, targeted repair that is genuinely required.

A damp survey should start with a suitably qualified surveyor carrying out the inspection. Experience and understanding of building pathology matter far more than simply taking moisture readings.

A good surveyor will also ask questions. How many people live in the property? checking the property heated and ventilated adequately? How do occupants use each room on a daily basis? These factors play a significant role in how moisture behaves internally.
From there, the survey should look at how moisture moves through the building. That means assessing external elements like ground levels, drainage, and masonry condition, as well as internal factors such as ventilation and condensation risk.
Only reach a conclusion once you’ve considered all of that. A surveyor should work through the possible causes methodically and rule things out before identifying the source of the problem.
They should never jump straight to “rising damp” as a default answer. In practice, once you properly assess the building, you’ll usually find that damp issues come down to other causes.
